Francis John Ellemor (or Ellemore), who described his occupation as "manufacturer", was the son of Francis John Ellemor and his wife Emma Sophia Beale. In 1898 he resided in Victoria, Australia, where he married Edith Mary Kelly. They had three sons, the eldest of which was born in Australia in 1900. Shortly thereafter the family came to South Africa and settled in Johannesburg. During 1908-1909 he was involved in a legal case with the United Safe Deposit Company in the Transvaal Colony.
Ellemor published a paper on "The birds of the Transvaal: notes made at Waterval Onder" in The Zoologist (Vol. 4(6), pp. 189-190) in 1902. He was a member of the South African Ornithologists' Union (founded in Johannesburg in April 1904), and for a brief period in 1906 served on its council, representing the Transvaal Colony. In 1905 he published "Notes on the nest and eggs of Coliopasser ardens (Red-collared Widow Bird)" in the first issue of the Union's Journal (Vol. 1(1), p. 18).
