R.T. Ludlow Cook was the observer in charge of a new second order meteorological station at Saldanha Bay for the Cape of Good Hope Meteorological Commission. The station functioned during the whole of 1897, but had been closed down by 1899. In that year we find Cook in charge of another new second order meteorological station, at nearby Hopefield. He provided observations from there to the Commission up to and including 1905, after which this station too was closed.
Cook was the catechist and librarian of the Church of England in Hopefield.
